1.1 The Ordinance applies to any "Newly Constructed Building" (prescribed building in Schedule 1 of the Ordinance,"new building" in respect of which a consent to the commencement of building works for superstructure construction is given after 21 Sept., 2012. The developers or building owners should ensure that the 4 key types of building services installation therein (air-conditioning installation, lighting installation, electrical installation as well as lift and escalator installation) comply with the design standards of the Building Energy Code (BEC). Schedule 1 of the Ordinance listed out ""Buildings That Require Certificate Of Compliance Registration And Form Of Compliance" as follows:
• Commercial building.
• A portion of a composite building that is not for residential or industrial use.
• Hotel and guesthouse.
• Common area of a residential building.
• Common area of a portion of a composite building that is for residential or industrial use.
• Common area of an industrial building.
• Building that is occupied principally for an education purpose.
• Building that is occupied principally as a community building including a community hall and social services centre and composite building occupied as 2 or more such places.
• Building that is occupied principally as a municipal services building including a market, cooked food centre, library, cultural centre and indoor games hall and composite building occupied as 2 or more such places.
• Building that is occupied principally for medical and health care services including a hospital, clinic and rehabilitation centre.
• Building that is owned by the Government and used principally for the accommodation of people during the performance of any function of the Government.
• Passenger terminal building of an airport.
• Railway station.
We provide consultancy services for above prescribed buildings:
• to certify a "stage one declaration" at design stage and to certify a "stage two declaration" at occupation approval stage
• to certify the specified forms after personally inspected the building services installation covered by the declaration, verify documents and sign the declaration
• to provide training to building owner, responsible person of a unit of a building and personnel responsible for maintaining building services installation for the knowhow to fulfill the requirements of the Ordinance.
1.2 For Major Retrofitting Works (≥500m2 and defined in Schedule 3 of the Ordinance) in above prescribed buildings, we could help:
• to identify (according to related requirements in the Ordinance) energy efficient building services installation through site inspection before the decision of retrofitting details.
• to issue a "form of compliance" after personally inspected the building services installation and government submission.
• to provide training to responsible person of a unit of a building and personnel responsible for maintaining building services installation for the knowhow to fulfill the requirements of the Ordinance.
1.3 According to schedule 4 of the Ordinance, "Buildings That Require Energy Audit" is:
• Commercial building.
• A portion of a composite building that is for commercial use.
The first energy audit in accordance with the Energy Audit Code (EAC) must be carried out for "Buildings Without Certificate Of Compliance Registration" according to the following timeframe (schedule 5 in the Ordinance):

The owners of commercial buildings (including the commercial portions of composite buildings, e.g. shopping malls under residential storeys) should carry out energy audit for the 4 key types of central building services installation every 10 years. We could conduct energy audit for you.
We could also provide training to building owner, responsible person of a unit of a building and personnel responsible for maintaining building services installation for the knowhow to fulfill the requirements of the Ordinance.
